Haute École de Bruxelles passed a decree, November 14, 2002, creating the Agency for the Evaluation of the quality of higher education organized or subsidized by the French Community and, in order to comply with the Council Recommendation European Union of 24 September 1998.

According to the Agency, “this decree is the answer to international requirements, while tagging assessment exercises based on the foundations of our higher education system.” In the French Community, the quality assessment does not to accredit institutions or courses, or to make a ranking of institutions.
