Proof of the first hour during the Second World War, he became Chairman of the Board and Minister of Foreign Affairs (1948-1952). He was the great negotiator of all major treaties of the end of the Second World War (Council of Europe, North Atlantic Pact, ECSC, etc.)..
He proposed, in its Declaration of 9 May 1950, placing the Franco-German production of coal and steel under a common High Authority, an organization open to participation by other countries in Europe. This proposal will lead to the creation of the European Coal and Steel which is the source of the current European Union.
