The Technological Educational Institute of Epirus was founded in 1994. According to law 2916/2001, both T.E.I. and Universities belong to the Higher Education Section. The T.E.I. of Epirus is a Legal Public Entity and a self-governing body according to Law 1404/83. Overall supervision of the state is exercised by the Ministry of Education.

The Technological Education Institute of Epiros has a main campus and its administration seat in Arta and has branch campuses in the three other main cities of Epirus, Ioannina, Igoumenitsa and Preveza. The first settlement in the area of the modern city was established in the 9th century B.C. Ambracia was founded by the Corinthians at the 7th century B.C.

The castle of Arta was built by Michael II Komnenos Doukas in the middle of 13th century. It is representative of Byzantine architecture and is well preserved. The most important Byzantine church is the Church of the Paregoretissa, that was built during 1285-89 by Nikephoros I Komnenos Doukas and his wife Anna Palaiologina Kantakouzene.

Library
The Library of Technological Education Institute of Epiros is a Special Educational Library which offers a diverse collection, consisting of scientific and literary books, journals, theses and seminar papers, reference material and audiovisual material. The TEI of Epirus Library includes 4 libraries, the Main Library in Arta and the Branch libraries in Preveza, Ioannina and Igoumenitsa.
