In 1950s, actually there were some higher education institutions like Faculty of Technique and Faculty of Science which were part of the Universitas Padjadjaran (Universitas Indonesia) and Perguruan Tinggi Pendidikan Guru (PTPG) in Bandung. However, the society demanded a state university that can provide a variety range of disciplines. A huge attention from the local and central government to build a state university in Bandung was increasing, particularly when Bandung was appointed to be the host for Asia-Afrika Conference in 1955.

Therefore, on October 14th, 1956, Committee for Establishing a Universitas Padjadjaran (Panitia Pembentukan Universitas Negeri) was formed. This committee was formed at Balai Kotapraja Bandung.
